Committee's view

Background
A photograph of 9 Black-headed/Brown-headed Gulls shared by Esther Ong. The birds were reportedly seen by multiple others afterwards. The pictures are very far and distinguishing between Black-headed and Brown-headed does not seem possible. However, more likely to be Black-headed Gulls since there are records of them in Singapore.
